IT for the
public sector.
Digital. Secure. Sovereign.
Our Focus Areas in Digital Administration
Today, digitalization in the public sector means far more than just new software. Regulations, IT security, digital sovereignty, and the shortage of skilled workers present complex challenges for authorities. With deep process expertise and technological excellence, we develop solutions that make public institutions more efficient, secure, and accessible to everyone.
Digital Sovereignty
Increasing demands for data protection, resilience, and technological independence require sovereign IT solutions for the public sector.
We create architectures that ensure control over data and components using European cloud services, open-source technologies, open standards, and encrypted AI solutions.
Our sovereignty analysis evaluates infrastructure, software, governance, and vendor lock-in, identifies dependencies, and provides a practical roadmap for migration and the targeted use of AI.
During implementation, we support seamless migration to sovereign clouds like STACKIT or OVHcloud, resolve vendor lock-ins, and ensure availability, performance, and compliance through testing. The result is data protection-compliant, resilient, and legally sovereign IT landscapes.
Registry modernization
Register modernization is key to citizen-centric administration.
We support public clients in the transition from paper files and data silos to networked, highly available registers, and create the technical basis for the once-only principle, so that citizens and businesses only have to provide data once.
In doing so, we modernise and migrate legacy systems to cloud-native or on-prem architectures without operational interruption, use AI-supported methods for data security and cleansing, and integrate identity-relevant features (e.g., tax ID) in a legally compliant manner. By using standards such as XÖV, secure interfaces, and strict access, logging, and protection concepts according to eIDAS, GDPR, and CRITIS, we ensure interoperable data exchange, data protection, and operational security. The result is efficient, reliable register landscapes that accelerate processes and sustainably reduce media discontinuities.
Workflow Automation & AI
Skilled worker shortages and increasing caseloads significantly burden administrative processes. We combine rule-based automation with AI technologies such as NLP and machine learning to take over routine tasks, classify documents, pre-process applications, and accelerate decision-making processes.
We rely on process-oriented orchestration (BPMN), RPA components, and process mining, seamlessly integrate solutions into existing specialized procedures, and ensure continuous audit trails. Data protection-compliant data processing, explainability of AI decisions, and human control points (human-in-the-loop) are central to ensuring that automation remains legally sound and auditable.
Digital identities
Digital administrative services require secure, trustworthy identities.
We develop OZG-compliant solutions that simplify access for citizens and businesses and meet the highest security and data protection standards.
To achieve this, we seamlessly integrate BundID, ELSTER, and public IDM systems with your internal structures and implement authentication and authorization concepts according to eIDAS (substantial to high).
For the healthcare sector, we implement cardless smartphone logins with 2-factor security (BSI/BfDI compliant) and prepare for the introduction of the HealthID in 2027.
In parallel, we support the transition to the EUDI Wallet (eIDAS 2.0) with interoperable, user-centric, and self-sovereign identity approaches.
Accessibility
Accessible digital offerings create participation and are also a legal requirement. We develop applications that comply with BFSG and BITV 2.0 and make public services accessible to all people.
Our approach: “Accessibility by Design” combines modern design with evidence-based methods – such as eye-tracking and user research – to scientifically optimize information flow and usability.
We deliver technically WCAG-compliant solutions: screen reader and keyboard optimization, high-contrast interfaces, accessible PDFs, and easy-to-understand interfaces – especially for OZG services that both experts and occasional users can operate immediately.
Digitalization platforms
The digitalization of administration requires flexible and scalable platforms. We develop modular solutions that connect specialized procedures, enable digital services, and create room for future requirements.
Modern public services do not require isolated individual solutions, but an integrated digitalization platform.
We develop scalable ecosystems that bundle data streams, network specialized procedures, and form the basis for proactive administration and intelligent mobility concepts. Our platforms are the linchpin for the digital sovereignty of the public sector.
CRITIS & Security
Artificial intelligence is changing the threat landscape, making cyberattacks faster and more complex – at the same time, regulatory requirements are increasing, especially for the public sector and operators of critical infrastructures.
We develop resilient security architectures and holistic strategies that protect both IT and OT and consider current risks such as AI-powered attacks or post-quantum threats.
In doing so, we support public administrations and institutions in implementing legal requirements such as IT-SiG 2.0 and NIS-2, implement systems for attack detection, prepare for audits and certifications (e.g., ISO 27001, IT-Grundschutz), and establish robust risk management including business continuity concepts. We increase the resilience of public systems and ensure the availability of critical services for society.

We consistently observe among our clients that the problem is not individual technologies, but fragmented processes, outdated registers, a lack of data sovereignty, and inadequately integrated identity and security architectures. Only a holistic approach makes modernization truly effective.
